           A Pension Adalat will be held on 15.12.2014 in Diesel  Loco Modernization Works, Patiala  in the Chamber of  Deputy Chief Personnel Officer at 11.00 Hrs.  The representations preferred by the Pensioners of DMW will be received and disposed off in the Adalat. Walk-in-Interview  for  engagement of Retired Railway   Staff

 

Retired Railway staff are hereby informed that following posts are being filled up for re-engagement of staff on daily remuneration basis.

           Interested retired Railway staff should appear for walk-in interview on 20-06-2014  in the office of Dy.Chief Personnel Officer, DMW, Patiala at 09.00 AM. The interested staff shall bring his/her application as per form attached duly filled in along with photocopies of documents required. Original copies of such documents must be brought along with for their verification. It is also informed that the engagement shall be subject to Railway Board’s orders in this regard issued from time to time. Some of the important terms and conditions are:

 

(i)                                     The Retired Railway Staff should have retired from the same post for which he/she is applying. 

(ii)                                   Employees retired under Related Retirement Scheme/Liberalize Active Retirement Scheme for Guaranteed Employment for Safety Staff (LARSGESS) are not legible.

(iii)                       Contract appointee shall undergo prescribed medical examination before his/her joining.

(iv)                       The retired employee is to undergo an interview to adjudge his/her suitability/competency.

(v)                                   Maximum age permissible is 62 (sixty-two) years.

(vi)                       The staff shall have to perform his/her duty of his/her related category, including night duties, accident duties etc.

(vii)                    Remuneration to such staff be made as stipulated vide this Ministry’s letter No. E(NG)II/2007/RC-4/CORE/1 dated 11-12-2009  (in each and every case of engagement of retired employee, the daily allowances plus full pension should not exceed the last pay drawn).

(viii)                  The engagement shall be initially for a period of one year or 62 years of age whichever is earlier subject to extension of scheme beyond 14-09-2014.

(ix)                       Operation of the scheme will be subject to discharge of engaged staff  immediately on joining of selected candidates from RRBs.

4.      रिटायर कर्मचारी की क्ष्‍मता तथा उपयुक्‍तता जांचने हेतु साक्षात्‍कार लिया जायेगा ।

5.      अधिकतम उम्र सीमा 62 वर्ष हो ।

6.      कर्मचारी अपने पद से सम्‍बंधित सभी कार्य जेसे नाईट शिफट डयूटी, दुर्घटना सहायता आदि ।

7.      रेलवे बोर्ड के पत्र सं. E(NG)II/2007/RC-4/CORE/1 dt. 11/12/09  के अनुसार कर्मचारी को मिलने वाला भत्‍ता तथा पैंशन मिलाकर उसे मिलने वाला आखिरी वेतन से ज्‍यादा नहीं होगी ।

8.      यदि स्‍कीम 14/9/14 के बाद भी जारी रहती है तो शुरु में तैनाती एक साल, या कर्मचारी की उम्र 62 साल होने, जो भी पहले हो, तक होगी ।

9.      RRB से स्‍थाई कर्मचारियों की भर्ती पर स्‍कीम के तहत कर्मचारियोंsa को तुरन्‍त प्रभाव से कार्यमुक्‍त कर दिया जायेगा ।

ENGAGEMENT OF CONTRACT MEDICAL PRACTITIONER (FULL TIME)


            Candidates (including Retired Railway/ Govt. Doctors), willing to work as Contract Medical Practitioners (CMPs), are called for interview for the engagement of Full Time Contract Medical Practitioner at Railway Hospital, DMW/Patiala on the following terms and conditions:-

 

  1. Name of Engagement : The engagement will be on contract basis.

 

  1. Qualification :

·       CMP/General Duty Medical Officer (GDMO) Degree of MBBS from a recognized institution and registered with Medical Council of India or State Medical Council.

·       CMP/Specialist Candidate should be a Post-Graduate in the concerned field from recognized University and registered with Indian Medical Council or State Medical Council. Preference will be given to Physician, Orthopaedic Surgeon or any other specialist in that order.

 

  1. Experience : Minimum one year working experience after graduation.

 

  1. Age:  Not more than 50 years of age as on the date of interview. For Retired Railway/Govt. Doctors, age is as per terms and conditions. However, age relaxation is admissible for five years for SC/ST and three years for OBC candidates as per extant rules.

 

 

  1. Remuneration: Details are given in terms and conditions.

 

  1. Candidates can obtain detailed terms and conditions from the office of Dy. Chief  Personnel Officer, DMW/Patiala between 09.00 A.M. to 11.00 A.M., on any working day. It is available on our website www.dmw.indianrailways.gov.in.

 

  1. Willing candidates should report for registration and interview on 09.06.2014 at 09.00 A.M. to Dy.CPO/DMW/Patiala. Candidates should come with original and attested copies of educational qualification, proof of Date of Birth (SSC Certificate). Mark-sheets, Internship and House Job Certificate, Registration certificate with medical council, Experience Certificate and two passport size photographs duly attested at the top.   No travelling allowance for journey will be paid.

ANNEXURE-A


 TERMS & CONDITIONS FOR ENTERING INTO CONTRACT WITH MEDICAL PRACTITIONERS ON FULL TIME BASIS:-


1.     The contract shall be entered into for one year or less from the date of entering into the contract. Period of contract is not extendable on any ground. However, the Railway administration shall reserve the right to enter into fresh contract with practitioner for another term of contract.

2.     The full-time Contract Medical Practitioner (hereinafter referred to as CMP) who enters into contract with the Railways will not have any claim or right for his/her continuity in service or automatic extension of the term of contract.

3.     During the validity of the contract, the CMP will be at liberty to terminate the contract for betterment of his/ her career or on any other grounds by giving 15 days notice to the Railways. The contract can also be terminated by the Railways at any time during the contract by giving 15 days notice without assigning any reasons whatsoever. Contract shall also be terminated if the CMP is found to be mentally or physically incapacitated.

4.     The CMP shall undergo a medical examination, before the contract is entered into for his/ her fitness to perform the work awarded to him/her.

5.     At the time of entering into contract, the CMP shall produce original certificates of his /her character and antecedents from two Gazetted Officers of the Central /State Government.

6.     At the time of entering into contract, the CMP shall produce original certificates for proof of his /her date of birth and educational qualifications.

7.     The CMP shall have to undergo a brief orientation for a period of two weeks.

8.     Normally Sundays and National Holidays will be off and in addition, authorized absence without detriment to the terms shall be allowed at the rate of two days per month to be availed any time during the contract to the extent earned by the CMP till such time. Provided this facility shall be available to the CMP subject to fulfillment of conditions stipulated in Clause 14 & 15 of the terms & conditions.  Any CMP leaving his place of work on leave or absence / national holidays should get prior permission of the controlling authority.

9.     Expenses on outstation journeys connected with the contracted works will be borne by the Railways. Duty passes will be issued by the Railways for the purpose of journey in the line jurisdiction of the Health Unit where the CMP renders service and to the Divisional Headquarters and the CMP will be paid a fixed rate of Daily allowance, Rs.400/-( rupees four hundred only) per day during such journeys. This will be subject to fulfillment of other provisions pertaining to Daily Allowance prescribed in IREC Vol.II.

10. The monthly fee for Contract Medical Practitioner engaged for full time and the daily  proportionate reduction from the fee in the event the CMP absents himself/herself for periods exceeding those stipulated in the contract, are at the following rates (Ref: RB’s letter No.2014/E(GR)II/I/1  dated 12.03.2014) :-

11.  Full-time Contract Medical Practitioners may be provided un-furnished accommodation subject to availability. In case Railway accommodation is provided to the CMP, an amount equivalent to the sum of HRA and license fee of the accommodation so provided shall be deducted from the monthly fee admissible to the CMP.

12. The CMP may be given one set of First Class complimentary pass for self and family during each contract.  The pass, however, shall be issued after he /she renders three months of contracted service  regularly.

13. The CMP may avail of free medical treatment for self only except operations categorized as “Special” in para 622 (8) of Indian Railway Medical Manual 2000 and treatment normally available at super specialty centers from his/her respective Zonal Railway Hospitals during the currency of contract.

14. The CMP shall be governed in respect of matters not referred to in these terms and conditions by any orders/ amendments to the terms contract issued by the Railways from time to time.

15. The CMP shall attend to all normal tasks which any medical practitioner is conventionally doing.  He/she will also attend to emergencies and accidents.

16. The CMP shall issue sick/fitness certificates for a period up to 7 days, beyond which the certificate so issued by him/her should be countersigned by a regular Railway Medical Officer available at the nearest hospital/ dispensary/health unit.

17. The CMP shall not perform administrative work like pre-employment or periodical medical examinations, sanction of leave to Group ‘C’ & Group ‘D’ staff and certificate with respect to food items considered unfit for human consumption etc.  However, the CMP shall be allowed to permit Group ‘C’ & Group ‘D’ staff casual leave if sought, for 3 days or less at a stretch.

18. The CMP shall not make medical recommendation of any kind referred to para  559 to 564 of Indian Railway Medical Manual (IRMM), 2000.

19. The CMP will not have any financial powers.  However he/she may operate the imprest account in accordance with the guidelines contained in the IRMM.  However, the cash vouchers in such cases shall be got countersigned by authorized Railway Medical Officer.  No cash imprest account shall be recouped unless the proposal is countersigned by an Indian Railway Medical Service Officer.

20. The CMP shall not initiate/review/ accept the annual confidential reports of Group ‘C’ Railway employees.  However, he/she shall, on request, prepare and present the performance report of the staff.

  1. The CMP shall not indent or condemn/recommend for condemnation of any tools & plants. 

 


ANNEUXRE ‘B’


Terms & conditions of the contract of Retired Railway/Govt. Doctors to be engaged as Contract Medical Practitioners


1.     The contract shall be entered into for a period of one year or less from the date of entering into the contract. Doctor for another term.

 

2.     The engagement shall purely be on contract basis for a period of one year or till the regular incumbent joins or attaining the age of 65 years whichever is earlier.

 

3.     The retired Railway/Govt. Doctor engaged as Contract Medical Practitioner shall not have any claim or right for his/her continuity in service or automatic extension of the term of contract.

 

4.     During the validity of the contract, the CMP shall be at liberty to terminate the contract for betterment of his / her career or on any other grounds by giving 15 days notice to the Railways. The contract can also be terminated by the Railways at any time during the contract by giving 15 days notice without assigning any reasons whatsoever. Contract shall also be terminated, if the CMP is found to be mentally or physically incapacitated.

9.     In the event of unauthorized absence of Contract Medical Practitioner from duty or absence from duty for a period exceeding the period stipulated in the contract, there shall be proportionate deduction from remuneration.

 

10. The retired Railway/Govt. Doctors engaged as CMPs may be provided with Railway accommodation at places where ear-marked Railway accommodation for Railway doctors is vacant / available after meeting the residential requirement of the serving Railway officers.  In case Railway accommodation is provided to the Contract Medical Practitioner, an amount equivalent to HRA payable to a fresh entrant to Group ‘A’ Jr. Scale and license fee of the Railway accommodation so provided shall be deducted from the monthly remuneration payable to the Contract Medical Practitioner.

 

11. No Railway Privilege Passes/PTOs shall be admissible to retired Railway doctors engaged as CMPs in his/her capacity of Contract Medical Practitioner.

 

12. The CMP shall be governed in respect of matters not referred to in these terms and conditions by any orders/ amendments to the terms of the contract issued by the Ministry of Railways from time to time.

 

13. The CMP shall attend to all normal tasks which any medical practitioner is conventionally doing. He/she will also attend to emergencies and accidents.

 

14. No Financial or Administrative powers shall be vested in retired Railway/ Govt. Doctors engaged as CMPs.

 

15. The CMP shall also not be entitled to any benefit like Provident Fund, Pension, Gratuity, Non-Practicing Allowance, Medical facilities, Seniority, Promotion, etc. or any other benefits available to the Railway servants appointed on regular basis.

 

16. Only a fixed consolidated remuneration of Ashish Shetty.46,000/- shall be payable to the retired Railway/Govt. doctor engaged as CMP subject to the condition that pay plus pension should not be more than the last pay drawn. No Dearness Allowance and any other Allowance which are admissible to regular Railway servants shall be admissible.

 

17. The retired Railway/Govt.Doctor engaged as CMP shall be on full time appointment of the Railways and shall not accept any other appointment, paid or otherwise and shall not engage himself/herself in a private practice of any kind during the period of contract.

 

18. The CMP shall not perform administrative work like pre-employment or periodical medical examinations, sanction of leave to Group ‘C’ and ‘D’ staff and certification with respect to food items considered unfit for human consumption, etc.  However, the CMP shall be allowed to permit Group ‘C’ and ‘D’ staff casual leave if sought, for 3 days or less at a stretch.

 

19. The CMP shall not make medical recommendation of any kind referred to in paras 559 to 564 of Indian Railway Medical Manual (IRMM), 2000.
